Here your choices do matter. You want a hand closer to 21 than the dealer's without going over. Hit for another card, stand to keep what you've got, double down on a strong start, or split a pair into two hands. The dealer has to follow set rules about when to draw. Say you've got 13 and the dealer shows a 6. Most experienced players stand there and let the dealer take the risk of busting. Against a dealer's 10, the same 13 usually means hitting. Learn just those two situations and you'll already play more sensibly than a lot of the table.
